The five most powerful Houses in the Midrealms are members of the Governors, who is the ruling body of Capitoleum and thus has a significant influence on all the Realms. Neither is strong enough to rule alone, and the Governors are under constant pressure on both military and intrigue in order to stay in power. Considering they have to maneuver their own territories as well as their standing in court, these are some of the sharpest minds of humanity.
